I genuinely don’t know the logic of policymakers (if there’s logic at all), but it is fair to point out that one of the main drivers of health care spending is pay to doctors.

So it’s not just a question of paying for their training: If we expand the capacity of the health care system by adding doctors, all else being equal we should expect costs to rise commensurately.
