Street crime does not dissolve trust at the societal level, it just dissolve trust of everyone into a few segments of the population (whose members are also now the first victims of that loss of trust)

Whereas corruption is a cancer that takes hold of all institutions as anyone and you might need to leave your country altogether when it becomes a third world hellhole.
