At the very least they can request just about anything from Cloudflare and they will comply, although is almost guaranteed that their is Fedramps for Cloudflare data.

Edward Snowden leaks proved even the "tough guys" like Apple were happily sending away data without warrants, automatically to NSA/FBI/CIA, etc. You seriously don't think Cloudflare doesn't?
