They see an airline fail and instead of waiting until a new competitor enters the market, as they inevitably will, they want to start regulating or look to other "solutions" but these things take time to work themselves out. It's a free market, not an instant free market.
Or maybe a new competitor doesn't enter the market, and we're stuck with a mere four major, three mid-sized, and some smaller airlines in the US. It's still a highly competitive market even with Spirit gone.
