The victim was a merely an entirely replaceable cog in an unfair system (also a human being who had a family and there is no real evidence he personally was anymore nefarious than other men in similar positions).

It was murder, but it was neither indiscriminate nor irrational. Certainly not in a culture that enshrines the right to shoot people as its second most sacred Constitutional principle.
