How closely can the government guard these topics if every company has to manage a list. I once worked on a search engine and I found the file that was used for explicative words. I didn't understand more than half of what was in there.
The government has a massive list of banned things/words which updates hourly. All ICP companies in China must strictly follow the list and assign dedicated personnel for receiving and applying all the updates. It has became a huge burden for companies, which effectively kills all low budget startups.
