Yes any one of a handful of nations could launch a strike that would kill tens of millions and start a war that would kill billions but... why? A teenager could build in their garage that can take down a ship or a particular room in a building a thousand miles away so what's the point of vaporizing civilians? It is exclusively a weapon for genocide now and it seems like mutually assured destruction is an ending doctrine it's a weapon for a madman and there are just so many easier options to accomplish any goal.
