Abbot may very well be corrupt, but this letter does nothing to show that. The last thing I saw is ERCOT and PUCT will be involved with the auditing of the electricity and water usage [1] which would seem to indicate that it won't be the AI industry regulating itself. It seems like OpenAI wants to regulate itself, but Abbot is currently opposed to it. Could he change his mind? Of course, but the current situation appears to be the exact opposite of what you are thinking is happening.
