What country are you in that it doesn't work in? I know for a fact it works in Spain and Sweden, but it'll really depend on the country. You'd help by others by being a bit more explicit :)

It works versus serious companies cold calling you. Scammers and semi-scammers still call. There is some need to adress what it doesn't solve too.

How do you know that a call that never reaches you was stopped by the no-call list as opposed to your number not being on the list of numbers to call today?
I think in America at least the problem is most of these seem to be scams calls not legitimate. So they are criminals who don’t really care about the law

Maybe he's in France, since this article is about France having to ban all telemarketing calls since the block lists apparently don't work.
Don't let your regional indignation get in the way of doing basic logic.
In Canada that list is used by foreign telemarketers to spam us. Our enforcement authorities just shrug and say the criminals are not in our jurisdiction. That being said, my phone is pretty good at stopping it.
