Ever seen the Twilight Zone episode "It's a Good Life"? It's a tough situation when your opponent is an all-powerful preteen. No win scenario: perpetually give in to childish temper tantrums and everyone is worse off forever, or suffer the consequences of opposing the child.

Actually its the opposite. The pain of "giving in" is limited to specific Canadian industries and powerful stakeholders with a LOT of political influence. In the broadest terms, Canada's economy grows rapidly if they give in.
