The problem here is that government regulations don't work. Only punishment works and punishment should be based on number of infringements.

So if some poorly discarded packaging is found in a forest by a government official, they can document it. At the end of the year, the companies involved in the making of the improperly discarded products would be fined some amount proportional to the number of recorded infringements and magnitude of infringements (e.g. total weight) to cover clean up costs pertaining to that particular source of waste.
