I have heard this term used before. I think in the chat control stuff.
Its a red herring term. More like unlawful access and they don't want people to suspect that they are trying to illegally break and harm communications

They could literally have lawful access to data. You know, like they used to, with courts and oversight and… democratic processes at play.
