The attempts to end anonimity and to end cash flow are ideological and pretty surely did not come from the USA.
USA had nothing to do with this.
Spain and the EU have always been perfectly capable and willing to do this kind of internet blocking and censorship without USA telling them to.
You notice how nothing even remotely close to this kind of forced ISP blocking happens in the US? It is wildly illegal.
