Later many or even most PAL TVs were actually 100 Hz (advertised as "100 Hz flicker-free"), but I don't remember seeing the difference. They weren't optimal for games because they used a digital cache to double the input frame rate. Native Hz CRTs could be completely analog with extremely low input latency.
Probably depended. Most TVs I saw were in public places (eg bars) or hotels, which probably didn't have the most modern, high-end TVs around.
What I did notice is that colours, even on cheap TVs, always looked relatively good on PAL. Its colour system was unequivocally better.
