I don't think your interpretation of Democrat policies is correct. I've seen nothing regarding a desire to import oil rather than produce it domestically, something that is fundamentally different from declining to expand domestic production (we are already a net exporter after all).

The democrat position is more of, move off of oil to electrification, such that despite no expansion we never have to import, while simultaneously reducing that domestic impact.
