I’m not in any way aware of how macOS is architected, but aren’t all these inconsistencies (like different app icons, different menu styles, different window corners etc) pointing to bad code design? There should be one shared source of truth for what needs to be consistent.

That used to be true - back when memory use mattered; before the code base grew to consume all available memory.
