The next administration absolutely could, but that would require them to care more about about the well-being of the country than they do about themselves and the bribes and favors they could rake in if they don't. That's seems to be the fatal flaw in our system. Congress, the FTC, and the president need to willing to put the interests of the nation above the interests of corporations. Maybe I'll live to see that happen, but a lot of people have died waiting for it (https://upload.wikimedia.org/wikipedia/commons/e/e5/The_Boss...) and it gets less likely all the time.
