Your summary is misleading. Acne is diagnosed, prescriptions are written and applied, initially with Dr review and then only 10% reviewed by doctors.
Medicines are topical and said to have mild side effects - so I guess no retinoids (or accutane pills).
fwiw, physician assistants generally work under a doctor, who's supposed to review about that many of their cases.
