We need one for HS2 where every time you try and build a small section of track, they demand a bat tunnel or a newt ramp or a fox power plant.
Very nearly half of HS2 - 64 miles - is in tunnels. This happened because the Conservative government was terrified of upsetting the Conservative voters along the route. The bat tunnel was nuts, but it's not that significant overall.

Dunno, if you are dumb enough to try to build a high speed line through an area where endangered species are protected then yeah you’re going to have to avoid killing them.
