I will totally agree with you that Cuomo—nor Hochul—did anything around improving the MTA’s fiscal efficiency. I’m just not convinced he even accelerates that.

Sure, I'm not sure he made it "worse", just think it's fine to blame him for making no significant effort (as far as I can tell) to fix it in the ten years he was in office.
But that's kind of what I'm getting at; I don't concede that he was effective.
