alt Hacker NewsiOS 27 came out a month ago, and 27.2 is currently in beta, so buying this device does require being on the bleeding edge.

It’s fairly safe to say that every user who still didn’t upgrade to 27 by now, has made an active choice to postpone the upgrade.
I'd also add that 26 was not universally well-received, so there were a lot of holdouts who are still running the previous version
