Anyone that has observed China since the 90s.
There are different types of freedom and China's bet is that as long as they provide enough economic freedom the public will be ok with somewhat restricted social and political one.

That's an image China wants the rest of the world to believe. Towards inside it still fits the typical stereotype.
Well, at least mostly everyone outside the US.
