That’s basically what a Homeowner’s Association is. They can levy fees, prosecute violations of bylaws, and generally do whatever the bylaws say. They have very little oversight.

Well, everybody says that all governments in the world are absolutely incompetent, so it couldn't possibly be worse... or could it?

This is literally what American HOAs are becoming.
