If you don't know, China runs censorship program against radio signals beginning from the cold war time and it's not officially stopped yet: https://en.wikipedia.org/wiki/Radio_jamming_in_China. Of course it's not blocking ionosphere level, but not that different than chaffing the air (at the receiver side).
