Wet all the time isn’t a serious loss of traction. Wet after a dry spell is, and everyone there forgets it every time. You will have delays on the highways due to wrecks.

Nobody has the slightest clue how to deal with ice.

Wet is a significant loss of traction, it's just that wet after a dry spell is even worse.

I'm from the Northeast but happened to be in Seattle on a day when it snowed. Every road was a hill and every hill was full of sideways cars.

Wet is ~40-50% reduction in traction on asphalt, and it's even worse for paint. That seems pretty serious. (Of course, surface oils can be even worse.)
