My 5-yo is enjoying Codes and Ciphers by Sean Callery (ISBN 978-0061374074) which I read when I was about 10. It’s a very pragmatic book: it has oodles of historical codes and ciphers and covers all the basics that you can do with pen-and-paper. Not as much of a history book as The Code Book—I also highly recommend that one.
